Cell is a common abbreviation for a cell phone, or mobile phone. The abbreviation comes from "cellular network," which refers to land area cells served by transceiver stations to transmit the voice and data content used by phones.
The abbreviation was often used in the late 1990s and 2000s when mobile phones were referred to as cell phones to distinguish from landline phones. However, since landline phones are not as common anymore, most people just refer to cell phones as phones.
