Peasantvision is a term for the TV channels that you can get for free with an antenna. They are the network television channels (and PBS, of course) that you can get without cable or satellite.
The name comes from the fact that the channels are freely available and the common stature of peasants. Rabbit ears on the digital antenna is a good indication that peasantvision is happening on a person's TV.
