A piece of writing that is TBE (to be edited) needs to be revised before publication. For example, a draft of a magazine article may need TBE before it goes to layout. Or, a grad student's thesis may need TBE before final submission.
Other uses of TBE
At times, people also use TBE to refer to video or audio that needs to be edited. For example, if you're a videographer, a client who is not happy with a video you produced may tell you "This video really needs TBE again before we can publish it."
