Someone you've been trying to get ahold of may use WUA to ask "what's up anyway?" This person finally has a free moment, and they want to know why you've been calling and/or messaging them.

When responding to someone who sent you WUA, you may want to keep your answer brief. The person may still be busy, and they may also be angry that you've been blowing up their notifications ...
