In Hearthstone, Magic: The Gathering (MTG), and other CCGs, to brew means to construct your own, original deck. Brewing is contrasted by netdecking, a common practice in which players copy and play decks they found online (via a decklist aggregator or other source).
Brewing is meant to conjure up an image of a player rifling through all their cards, pulling out those they think others have overlooked, and assembling those cards into a deck - much as a witch would brew a potion in their cauldron. In practice, brewing more often takes place on computers and the Internet, as players search online card databases for specific cards and effects and type up many variants of the same new decklist.
Players may also use brew as a noun, describing another player's unique or novel deck. For example, if your friend Steve played against a cool, original deck last round, he might tell you about the sweet brew he encountered.
