Bust a cap is a phrase that means "to shoot a gun," typically in the direction of a person to injure or kill him. It became popular in the mid-2000s in rap culture to brag about toughness or threaten other rappers.
While the term was heavily used in the 2000s by rappers, it was not coined by them. The phrase comes from "burst a cap," which dates back to the 1800s to describe the discharging of a firearm. The phrase was even used in the 1969 film True Grit when Ned Pepper says "I never busted a cap on a woman or nobody under sixteen."
