When someone says something is FBM (fine by me), it means they are okay with that thing. This acronym is roughly synonymous with "go ahead" and "k," and used to tell people to proceed with something they plan to do.
People who send you FBM typically don't have strong feelings about the thing you're about to do. For example, if you ask your SO whether they're okay with pizza for dinner, and they respond "FBM," you can go ahead and order pizza. But, your SO's likely not super excited about it.
