What is a false flag?

A hostile action intended to implicate another person as perpetrator

A false flag is an action that is meant to cause harm in some way and cast blame on a separate party. It may be applied to actions of varying degrees of severity, such as a terrorist attack, gang-related violence, or blaming a younger brother for breaking the light.

The term is often used for conspiracies about governments causing nefarious things to occur to blame on other countries. These events are then used to sway public opinion on certain issues and demonize other governments.
