CFV is a request for a collection of votes from members in a chatroom, message thread, email chain, etc. It is a way to end a discussion and reach a consensus or introduce a poll to which you'd like the audience to respond.
Most people use CFV online, especially in chatrooms or forums. However, they may also use it in emails and texts.
For example, you may need the group to pick a place to eat and send, "Fast food or sit-down restaurant? CFV" Or, in a film forum online, you may preface a poll, "CFV - Is Empire Strikes Back, The Godfather Part II, The Two Towers, The Dark Knight, or Toy Story 2 the best sequel?"
