A dreamer is an undocumented immigrant who is protected under the Deferred Action for Childhood Arrivals (DACA) policy. The name comes from the Development, Relief, and Education for Alien Minors (DREAM) Act which was introduced in 2001 but failed to pass in Congress.
The term gained popularity in 2012 when the DACA federal government program was created by Barack Obama to allow undocumented immigrant children in the USA to stay in the country. To qualify, the dreamers had to have arrived in the USA before they were 16 and live in the USA continuously since June 2007. The term came back in the news 5 years later in September 2017 when Donald Trump announced that he had plans to scrap the program and deport the 787,580 dreamers back to their countries of origin.
