Final Fantasy XIV (FFXIV) players use the acronym FL to refer to their Friend List. Adding players to your Friend List allows you to see whether they are currently logged in and quickly message them. For example, you can message your friends when you are LFP.
How do I add an FFXIV player to my Friend List?
To add a player to your FFXIV Friend List, open the game's main menu and select Friend List. Then, select Add, search for the player you want to add, and send them a friend request. If the player wants to be your FFXIV friend, they'll accept your friend request. (And if they don't, you should probably just let them be.)
