Those discussing rent prices, the housing market, and the cost of groceries may use HCOL to stand for high cost of living. HCOL areas are typically major cities, in which rents are high, housing prices are high, and every other cost is (you guessed it) high.
For example, in the US, major cities such as San Francisco, Los Angeles, and New York City are commonly referred to as HCOL areas. Less populated, and therefore less expensive to live in, areas may be referred to as MCOL (medium cost of living) and LCOL (low cost of living).
