Just like WTF and WTH, people use WTC to indicate their incredulousness and/or outrage. You're most likely to encounter WTC in gaming chat, used by a player who is upset about something "terrible" that just happened to them.
If someone you're chatting or playing a game with has sent you WTC, you may need to work to calm them down. Or, if the person is really ir8, you may want to just log off and leave them to their own devices.
