In StarCraft 2 (SC2), cracklings are zerglings (lings) that have been upgraded with both Metabolic Boost and Adrenal Glands. These upgrades make lings move (Metabolic Boost) and attack (Adrenal Glands) more quickly.
The joke, here, is that cracklings are so fast, it appears they're on crack. Cracklings is also a riff on speedlings, the common nickname for zerglings that have only the Metabolic Boost upgrade.
