Those who are OOTL are feeling "out of the loop." This acronym (and the slang phrase it's based on) is meant to convey that a person is unaware of essential information. The person may also feel cut off from those making important decisions.
For example, if you and your siblings are planning a family gathering, and you haven't included your sister Becky in the planning process, Becky may complain about being kept OOTL. People can feel OOTL at home (imagine that your SO buys a dog without your knowledge), at work (imagine that your boss decides to fire your division with no prior warning), or even just while reading the news (imagine missing the news on Jan. 6, 2021 and then catching up on Jan. 7).
To keep themselves in the loop about current events, Redditors created the r/OutOfTheLoop subreddit. Many r/OutOfTheLoop posts begin with OOTL, before describing a situation or event the OP wants to learn about.
