What does 25m mean in WoW?

Twenty-five man

World of Warcraft (WoW) players use 25m when talking about "twenty-five man" raid dungeons. These dungeons require a group of twenty-five players to enter.

In previous versions, some WoW raid dungeons required a 25m group, while others required a 10m group. Now, all dungeons except Mythic dungeons accept either 25m or 10m group, to give players more flexibility. Mythic dungeons always require a 20m group.
