Gamers use arpen as shorthand for "armor penetration." This ability, which is most common in RPGs and MOBAs, allows a weapon, attack, or ability to bypass a target's armor (and thus deal more dmg).
For example in World of Warcraft (WoW), several damaging abilities have an arpen value, which denotes what percentage of a target's armor that ability will ignore. In some cases, you may instead see arpen written as ArP or armor pen.
