A person who sends you CUB is planning to "call you back." You're most likely to receive this acronym after someone declines your call. CUB is a signal that the person received your call but is busy ATM - so they'll CUB later.
You may also receive CUB after a call is dropped or otherwise interrupted. Either way, what's important to know is the person who sent you CUB hasn't forgotten about you. They just can't attend to (or deal with) you right now.
