HTFSIK is a quick way of dodging responsibility when you don't have an answer. People may use it in casual conversations, text messages, and online chats when someone asks a question that's either unanswerable or outside their control.

The acronym doesn't have a clear inventor, but it has existed in Internet culture since the early 2000s, especially in gaming chats, forums, and group texts, among teenagers and young adults. Keep in mind that people may use it harshly and in an exasperated tone (where the "F" stands for "F***") or more lightheartedly (where the "F" stands for "Flip").
