People who use "TBM" today are typically part of LDS-adjacent online spaces, such as exmo communities, religious discussion forums, and social media groups, where faith transitions or cultural observations are common topics. It isn't inherently an insult; it's more of a descriptive label that people often use playfully, and sometimes even affectionately, to describe someone who's all-in on church life, from Sunday services to cultural norms. However, some people may not appreciate the label.
